ANet did something good with Costume Brawl. I think, though, that if they did a whole new PvP arena like your suggestion, Costume Brawl wouldn't be so special.
If they added one or two new bars to Costume Brawl for each profession, and they were chosen at random at the start of each round, then it would be a nice thing to have, as it may teach players to use different tactics and different skills and be able to adapt. The point on having the build be selected at random each time is because some builds may be seen as absolutely superior to others, so if entering a series of rounds gave you one of the worse builds, you could just fix it by leaving and going back until you get the good one. /signed for more Costume Brawl builds, /notsigned for new PvP. |

This would be the Luck Arena.
A real Random Arena would just be the current RA but without syncing. |
